D The Message -- for Catholics of Southwestern Indiana Survey: U.S. Congressional Candid e following comment was Leising: Oppose Leising: Support ing the use of the death penalty Hamilton: received from Paul Hager, the Libertarian candidate for the Eighth Congressional District. The comment was written at the beginning of the survey. Hagen Big government "solu- tions," no matter how well-inten- tioned, eventually fail either because they deny human nature and economic reality or because they go too far and/or outlive their purpose. Big government doesn't work. My answers below all reflect this view. Following are the responses and the verbatim comments of the candidates for seats in the U.S. House of Representatives. Abortion What is your position on a con- stitutional amendment which would protect the right to life of unborn children (Human Life Amendment)? District 8 -- (Inc.) John N. Hostettler (R): Support District 8 -- Jonathan Weinzapfel (D): See comment below District 8 -- Paul Hager (L): Oppose District 9 -- Jean Leising (R): Support District 9  (Inc.) Lee H. Hamilton (D): I support allow- ing states to place restrictions on abortion, such as waiting periods. Government should strongly discourage abortion. District 9 -- Diane Feeney (L): Did not respond to survey What is your position on the use of taxpayer funds for abor- tion? Hostettler: Oppose Weinzapfeh Oppose Hager: Oppose Hamilton: Oppose Feeney: Did not respond to survey Comment: Hostettler: None. Weinzapfeh I am very con- cerned about the number of abortions that are occurring each year in America. With increased emphasis on personal responsibility and tax incentives for families who adopt, we must work together as a nation to rad- ically reduce that number. I do not support the use of federal funding for abortion, except lim- ited instances of rape and incest. Hager: I'm pro-choice and have done escort work for Planned Parenthood. As a Lib- ertarian, I oppose government welfare in general, including funding for abortion. Leising: No additional com- ment Hamilton: No additional comment Arms Trade and Land mines What is your position on: a U.S. moratorium on the production, export and use of anti-personnel land mines as a step toward a global ban on land mines? Hostettler: Oppose Weinzapfel: Support Hager: No Position Leising: Support Hamilton: Support Feeney: Did not respond to survey -- legislation to restrict or limit arms sales from the U.S. to other nations ? Hostettler: Oppose Weinzapfel: Support Hager: Support Hamilton: Support some restrictions Feeney: Did not respond to survey Comment: Hostettler: Until America faces no threats in the world, we must continue to maintain the means to wage war -- including anti-personnel land mines. While I favor efforts to maxi- mize the detection and disposal of land mines in peacetime, we cannot foreclose modernization and continued production of our mines. Weinzapfeh No additional comment Hager: Although I'm aware f the discussion about anti-per- sonnel mines, I haven't studied the matter in depth. However, I'm for cutting the U.S. military in half and developing a strict policy of non-intervention. A major limitation, or elimination of U.S. government arms sales to foreign countries would be a part of a non-intervention policy. Leising: No additional com- ment Hamilton: No additional comment Capital Punishment What is your position on efforts to encourage and/or extend the use of the death penalty? Hostettler: No Position Weinzapfel: Oppose Hager: Oppose Leising: Support Hamilton: Oppose. My pref- erence is life imprisonment without parole. Feeney: Did not respond to survey What is your position on end- in cases where the defendant is mentally disabled or committed the crime as a minor? Hostettler: No Position Weinzapfcl: Support Hager: Support Lcising: Support Hamilton: Support Feeney: Did not respond to survey Comment: Hostettler: Most criminal law in America is not federal in nature, but is set by the states. This is especially true of the crimes for which the death penal- ty have been applied. There are very few federal crimes for which the death penalty is applied, and I support them. Weinzapfch No additional comment Hager: I oppose the death penalty. I don't think the state should have the power to kill its own citizens. Criminals who have committed capital crimes should get life terms.
