12 The Message -- for Catholics of Southwestern Indiana April 21, 1989 Father Ritter named nation's top volunteer WASHINGTON (NC) -- President Bush. presented the Ronald Reagan Award for Volunteer Excellence April 11 to Franciscan Father Bruce Rit- ter, founder of the Covenant House programs for youth, dur- ing a White House ceremony. Bush called Father Ritter the "greatest" among 18 in- dividuals and organizations that received the 1989 Presi- dent's Volunteer Action Award at the same ceremony. "I was amazed. I was delighted. It was a fantastic honor. I couldn't believe it," Father Ritter told National Catholic News Service April 12 in a telephone interview from his New York office. Volunteer work is not "something you do in your spare time because you're bored," but something ethical and moral beliefs require, said the priest. Although Father Ritter knew that Covenant House was one of the 18 award recipients, he said that the award for volunteer ex- cellence "was a very well-kept secret." "Volunteerism says that it is the private sector which has the responsibility, the understan- ding and, yes, the resources to confront issues like hunger, health care, homelessness, il- literacy, teen pregnancy and drug abuse," the president said before Barbara Bush announced the award winners. "Our challenge is to use that understanding and those resources to meet our respon- sibility," the president said. "We are a nation and a family, helping, enriching and caring for each other." Father Ritter said in the inter- view that there are instances when volunteer programs are more effective than government efforts "because the people know they are being helped because people care about them." "That in no way excuses the government from providing for the needs of its citizens," he said.
